Score is posted 3-0 win for OFC, so I assume game is considered a forfeit.

Kittermen was scared to get beat by another 04 team in Oklahoma, so they would rather forfeit than come down here and get beat.

I don't know all the rules for competitive soccer, but can't they pick up guest players that are not playing in their league?

Yes they can but once again they did not want to get beat on the field by another 04 Oklahoma team, they would rather forfeit. I'm not even a ofc guy but they are playing at a high level right now and Kittermen better be worried when state cup rolls around.
